Is a multi disciplined institution of higher learning located in suburban Dagupan. It Offers quality but affordable College education as accredited by the Commission on Higher Education and ISO certification by DNV, an international quality certifying organization based in Netherlands. It aims to develop the bridge talents to high dollar-earning careers.

It has built successful careers through the years such as Ship Captains, Marine Engineers, Hotel and Restaurants Managers who currently man the local and international vessels, hotels and restaurants and other related business establishments. In addition to these it offers degree programs for professional nurses, teachers, criminologist, engineers and related professions. 

To solve the shortage of competent marine deck officers and engineers, the Magsaysay Institute of Shipping (MIS) entered into an agreement where the maritime students of PIMSAT Colleges are absorbed for further training and employment in that company subject to selection process and rigid training system. The college provides modern and adequate facilities both in-campus as well as partners in business and industry, and organizations for on-the job training (OJT). The facility is capable and well-trained to assure the delivery of high quality education.

PIMSAT also produces adequately trained technical workers. The technical courses are ladderized and lead to the corresponding college degrees. Among these are the two-year sea rating course leading to BS in Marine Transportation, BS in Marine Engineering or BS Hotel and Restaurant Management. The Automotive Technology course also leads to a BS in Mechanical Engineering, Electronic Technology to BS in Electrical or Electronic and Communication Engineering. Practical Nursing, Health Care Services, Care Giver and Medical Trascription Course al leads to a BS in nursing degree.

PIMSAT offers BS in Criminology, Business Administration and Accountancy, for careers in Business, Accountancy and public services in the PNP, LGUs and business organizations.

PIMSAT Produces Civil Engineers, Computer Scientist and Information Technologist. It also produces Teachers in the secondary or Elementary level. In addition, it produces call center agents as well as caregivers for institution.

The College is adequately equipped with facilities conducive to learning and training. The campus is secluded from the city nuisance and pollution, with dormitory facilities for a 24/7 immersion education where proper values and attitudes are assimilated with the guidance of the college administrator.

The college enjoys international recognition by the Dets Norske Veritas of Netherlands, and by the American Association of Health Academes ad the International Institution of Public Opinion with a citation as one of the Outstanding Higher Education Institution in the World.
