ATTY. REBENE C. CARRERA is the founder and the current Chairman of the Board and President of PIMSAT Colleges. He was formerly the legal officer of the National Seaman's Board now the Philippine Overseas Employment Administration. He attended his pre-law education at the University of the Philippines, Diliman, Quezon City and took up his law at the San Beda College where he graduated for his Bachelor of Laws Degree in 1979 and passed the bar in 1980.

On April 2002 Atty. Rebene C. Carrera graduated at the University of the Philippines, Diliman, Quezon City for his Master of Arts in Education (Major in Educational Administration). Atty. Rebene C. Carrera graduated his Doctorate Degree in Education, Major in Educational Management at the Pangasinan State University in 2008, and was awarded the distinction of High Pass for the dissertation, the first ever in the University.

Atty. Rebene C. Carrera is a member of various civic and social organizations. Among them, is the Rotary Club of Sto. Domingo District 3780 and Charter member and incoming President of Rotary Club Uptown Dagupan. He is the incumbent trea¬surer of the Integrated Bar of the Philippines Program Chapter and was a member of the Integrated delegation in several inter¬national institutions, and organization composed of all CHED accredited maritime institutions in Private Technical and Vocational institution (PAPTVI). His leadership of PIMSAT Colleges aims to pursue vigorously its tradition of academic excellence and quality education.
